Simms' Custom Cycles chose to have their head office in Hayward. Chaosium, a role-playing game publisher, is likewise based there.
City hall has had three locations in Hayward. The tallest building within downtown Hayward is amongst the old City Hall buildings, which is presently neglected. The Hayward Public Library is likewise located downtown, together with the Hayward Area Historical Society, white runs the museum. Previous to claiming for bankruptcy, the head offices for Mervyn's department store chains were located there as well. The only movie theatre in the city, the Cinema Place complex, could be located downtown.
